Contact usWhat is Opt-out Community Distributed Generation (CDG)?
It’s an exciting energy program expected to be approved in New York that will enable municipalities to enroll all of their residents and small businesses in Community Solar sites like yours. This new NYSERDA initiative will benefit distributed generation operators, developers and municipalities alike.
Ampion drives the process in our role as project administrator – educating the towns, matching their demand with the right supply partner, and managing ongoing revenue for the project.
Why Opt-Out CDG?
Increase Revenue
Access the full NYSERDA CDG incentive, including incentives for LMI subscribers.
Decrease up-front acquisition costs
Efficient acquisition – signing up a whole town is less expensive than one residential subscriber at a time. Opt-out CDG gives you a full site before you even build it.
Reduce long-term operating costs and risk
These long-term municipal contracts provide a stable subscriber base with low churn and low replacement costs. You can rely on a steady stream of revenue as soon as the project goes live.
A Fully Subscribed Site is Your Most Valuable Asset
Start Subscribing Megawatts Instead of Kilowatts
Opt-out CDG allows you to fill all your residential demand with one agreement. This simplifies your acquisition efforts, and ultimately increases project IRR through a more stable subscriber base. This all happens with unprecedented scale as dozens of MWs at a time are involved.
For town residents, enrollment in the Community Solar program is automatic, creating a much more streamlined approach to finding subscribers. The town’s municipal authority allows this to occur and it is as legally binding as any subscriber agreement.
While town residents can opt out of the program if they choose, past experience suggests 85% or more residents will not exercise that option. This is why opt-out CDG is such an effective option for subscriber acquisition.
Opt-out CDG is a huge game-changer for operators and developers because it maximizes incentive payments, reduces up-front acquisition costs, and results in a stable subscriber base that churns at low levels.
Trusted and Backed by Municipalities and Utilities
Subscribers are more likely to trust an energy program if it’s backed by their municipality. This trust leads to reduced churn and lower costs for your project.

How Opt-out CDG Works
Simple RFP for Supply on Behalf of the Municipality
For each town that signs up, Ampion initiates an RFP process, offering Community Solar operators like you immediate access to an attractive subscriber base. This results in a contract between the owner of the solar farm and the municipality.
Ampion onboards the town
Ampion’s implementation begins with educating the community through multiple touchpoints, administering the onboarding process and ultimately managing all subscriber retention. This onboarding phase takes approximately 60 days.
Ampion delivers your revenue throughout the lifecycle of the project
Our team then provides ongoing program support, managing Community Solar back office operations for the 20+ year life of the project.
