How does the Community Renewables Program work?

Ampion connects people with local solar farms, making it easy to access clean, safe, renewable solar energy, with no installations, fees, or fuss.

Your solar energy credits show up on your SCE bill

When you subscribe to 230th Street Solar, the energy generated on your behalf produces Net Bill Credits that are applied to your SCE bill. You save 10% on those Net Bill Credits. That’s the main point to understand.


How, exactly? Your SCE bill will include line items for a Community Renewables credit, Community Renewables charge and GTSR Indifference Adjustment. The sum of these items is called the Net Bill Credit. These credits, charges and adjustments are subject to change based on California Public Utilities Commission (CPUC) rulings.

Customers will receive monthly invoices from Ampion. The agreement, called a Customer Development Agreement, contains all the details. The gist is that you only pay for 90% of the value of each Net Bill Credit applied to your SCE bill, resulting in 10% savings off those credits.

How does SCE interact with the solar farm developer and me?

Under the Enhanced Community Renewables program, the customer will sign up for between 25% and 120% of their annual historical electricity usage through Ampion. In turn, SCE will sign a contract with Ampion’s solar farm developer partner to purchase the output from the facility. In exchange the customer will receive a bill from Ampion for their portion of the facility output, charged at a 10% discount, and a bill from SCE that includes a Net Bill Credit associated with the solar energy they are purchasing from our solar farm developer partner.

Enrollment Levels: From 25% up to 120% of your annual historical electricity usage.

Since you are enrolling at a percentage of your annual historical electricity usage, your exact subscription level represented as kW or percentage of the facility will vary over time due to changes in your usage patterns, changes in the facility production, and fluctuating market rates.

How will I be billed?

You will receive a monthly invoice from Ampion in accordance with your signed Customer Developer Agreement (CDA) (this agreement). The CDA is between you and Ampion. You will continue to receive a monthly bill from SCE, which will include a Community Renewables credit, Community Renewables charge and GTSR Indifference Adjustment, forming your Net Bill Credit. These credits, charges and adjustments on your SCE bill are subject to change based on California Public Utilities Commission (CPUC) rulings. How will my bill be calculated?

Ampion will charge you 90% of the value of each Net Bill Credit applied to your SCE bill, resulting in 10% savings off all applied Net Bill Credits based on your subscription in the 230th Street Solar Facility. You must also pay all applicable federal, state, and local taxes and charges.

How much will enrolling in the program cost?

There is no fee to enroll in the program. Participation is entirely voluntary. You will continue to receive 100% of your electricity needs from SCE whether you participate in the Community Renewables Program or not.

Will my rates change over time?

Your subscription fee is equal to 90% of the Net Bill Credits applied to your SCE bill each month. For example, if the Net Bill Credit value is $100 for a month, the subscription fee for that month would be $90, resulting in $10 of savings. Your subscription fee rate of 90% is fixed and will not change over time. This fee is set by the developer and Ampion. SCE has no involvement in setting this fee for the subscriptions in the Facility.

What is the process for terminating the CDA contract and what is the early termination fee?

There is no termination fee. Residential customers (a utility account under a residential rate class) must provide ninety (90) days written notice in order to cancel their subscription. Commercial customers (a utility account under a commercial rate class) must provide six months (180 days) written notice to cancel their subscription.

Ampion processes cancellation requests within 24 business hours of receiving them. Termination timelines vary based on the operational status of the site:

  • If the solar facility is not live (operational) and the customer has not yet been allocated at the utility level, the cancellation is in effect immediately and the customer will not be allocated at the utility level, therefore never receiving Net Bill Credits.

  • If the solar facility is live (operational) and the customer is allocated at the utility level, then Ampion will remove them from the site with the next allocation update. Since allocations can be updated with the utility once a month, the next submission may take 1-30 days after the cancellation request is received depending on Ampion's last update with the utility.

  • It typically takes utilities 1-2 billing cycles to de-enroll a customer from the program.

  • Since Ampion bills customers after SCE applies Net Bill Credits on their bill, it may be perceived that customers receive ~3 more invoices (on average) from Ampion after they've submitted a cancellation request.

  • Customers will be responsible for payment of any invoices from Ampion for Net Bill Credits that have been allocated to them but not otherwise paid for, i.e., Net Bill Credits that roll-over in excess of what has been applied to your utility invoice in previous months, as well as any additional allocated Net Bill Credits between the time you notify to cancel and the time the utility is able to process your removal from the subscription list.

What length of agreement/contract is required by the Company?

A 3-year, or 36 monthly billing cycles, minimum contract is required for residential customers (a utility account under a residential rate class), as stated in the CDA. At the end of the term, this agreement will automatically renew for an additional 2 years, or 24 monthly billing cycles, and will continue to automatically renew unless you cancel.

For commercial customers (a utility account under a commercial rate class), a 10-year, or 120 monthly billing cycles, minimum contract is required, as stated in the CDA. At the end of the term, this agreement will automatically renew for an additional 5 years, or 60 monthly billing cycles, and will continue to automatically renew unless you cancel.

Notwithstanding the term length of the CDA, you may cancel your subscription at any time at no cost with a 90-day notice (residential customers, i.e., utility accounts under a residential rate class) or 180-day notice (commercial customers, i.e., utility accounts under a commercial rate class).

What other fees might I be charged by Ampion?

All credit and debit card transactions to pay Ampion invoices are subject to a convenience fee up to 3.5%, which will be calculated by Ampion and provided on your invoice prior to your payment method being charged.

A 2% late fee may apply after a 10-day grace period.

You may change your payment method to ACH in order to avoid the convenience fee at any time by emailing Ampion at help@ampion.net.

Community Renewables Program Details:

RPCA Solar 12, LLC is registered with SCE to have 230th Street Solar included in their Community Renewables program. Under the California Community Renewables program, renewable energy project developers take on the responsibility for marketing electricity product(s) directly to customers, who would normally receive this type of information from their utility. You will remain a SCE customer, as such your electricity and utility service will continue to be provided by SCE. No equipment or solar panels will be installed on your home. SCE is not a party to the Customer Developer Agreement (CDA) and has no responsibility for this agreement. SCE also requires that product disclosures, such as the price that will be billed per unit (kWh) of power and the developer's customer service contact information, be provided to purchasers within 60 days of sign-up in the form of a Welcome Packet. If applicable, customers will receive a mailing only when there are updates to product information, pricing, terms, or conditions. If there are no such updates, customers will not receive a mailing. Customers are always welcome to contact Ampion with any questions regarding the product or agreement.

PPA Status:

RPCA Solar 12, LLC currently has a Power Purchase Agreement with SCE for 230th Street Solar, which is under construction and currently scheduled to achieve commercial operation in May 2027.
